박근혜는 대한민국의 대통령인가?

총제적 부정으로 점철된 대선결과를 방치한다면, 대한민국의 민주주의는 죽음을 맞을 것 뉴욕타임즈는 지난 10월23일자 신문에서, 지난해 대선 선거운동 기간 국정원과 국방부 등 정부 기관이 조직적으로 선거에 개입한 정황이 드러나면서 지금까지 한국의 국정이 마비 상태에 이르렀다고 전했다. 이는 상식적인 대한민국 사람이라면 모두가 공감할 수 있는 한국 상황에 대한 정확한 진단이다. 지난 대선은 선거운동 기간부터 선거가 끝난 지 10개월이 지난 지금에 이르기까지 끊임없는 부정의 증거들을 토해 왔고, 부정선거로 당선된 박근혜는 이 모든 정황에 대하여 마치 자신과 아무런 상관도 없는 일이라는 식으로 일관하며, 국정원 스스로 개혁하면 될 일로 치부함으로써 국정은 대선의 부정 여부를 둘러싼 공방으로 마비되어 왔다. 발단은 지난 2012년 12월, 새누리당 SNS미디어본부장 윤정훈이 댓글을 통해 여론을 조작하는 사조직을 운영하면서 조직적으로 상대 후보를 비방해 왔다는 사실이 발각되면서다. 또한 한 국가정보원(NIS) 직원도 오피스텔에서 숙식하며 다수의 계정으로 다양한 사이트에 상대편 후보를 비방하는 글을 유포한 사실이 드러났다. 그러나 경찰은 이례적으로 성급히 중간수사결과를 발표하며 국정원 직원의 비방글 유포 사실이 없었음을 단언한다. 이로써 새누리당 박근혜 후보는 근소한 차이로 여당 문재인 후보를 제치고 대통령에 당선된다.

 

그러나 이러한 경찰의 수사발표는 올해 7월부터 실시된 국정원 대선 개입에 대한 국정조사에서 당시 경찰 담당 수사과장 권은희가 당시 김용판 전 서울경찰청장의 압력을 받았으며 상부에서 사건의 은폐·축소를 지시했다는 사실을 폭로함으로써 거짓으로 판명났다. 그리고 국정원 직원과 경찰이 동시에 증거인멸을 한 사실도 드러나면서 김용판 전 서울경찰청장은 공직선거법 위반과 경찰공무원법 위반, 형법상 직원남용 혐의로 기소된다. 또한 이 일에 국정원 한 직원 뿐 아니라 70여명에 이르는 국정원 심리전단 및 이들이 고용한 민간인 조력자들을 통한 사이버 활동 등 조직적으로 여론조작에 가담했다는 사실이 검찰조사 결과 드러났고, 이로 인해 전 국정원장 원세훈은 기소되었다.

 

검찰 특별수사팀의 움직임이 국가기관의 대선 개입 정황을 더 깊이 파헤치기 시작할 무렵, 한국의 가장 많은 부수를 발행하는 보수신문 조선일보는 난데없이 9월 6일, 채동욱 검찰총장의 사생활을 거론하며 증거도 없는 스캔들을 유포하고, 법무부 황교안 장관과 박근혜씨가 압력을 행사하여 수사를 지휘하던 채동욱 총장은 낙마하게 된다. 또한 윤석열 검찰 특별수사팀장은 10월 17일 국정원 직원 4명에 대한 영장을 발부받고 체포를 실시하나, 다음날 조영곤 서울중앙지검장은 이들을 풀어주고 압수물도 돌려줄 것을 지시, 윤석열 팀장을 직무에서 배제시킨다. 경과와 관련해 현재 윤석열 팀장은 국정조사에서 수사 지휘부가 오히려 수사 자체를 위법행위로 몰아가고 있으며 외압을 행사하고 있다고 폭로하기에 이른다(10월 21일 국정조사에서). 이러한 경과는 박근혜씨가 지난 대선 국정원 개입에 대한 수사가 더 이상 진전되기를 바라지 않는다는 것을 방증한다. 최근(10월 23일) 국정원 심리전단 뿐만 아니라 국군 사이버사령부 요원이 새누리당 캠프측 윤정훈 SNS미디어본부장의 SNS에서의 상대후보 비방 내용을 트위터에서 리트윗(retweet)하는 방식으로 유포한 정황이 포착돼, 집권 여당의 권력을 이용해 군과 정보 기관이 조직적으로 선거에 개입해 여론을 조작했다는 의혹을 피할 수 없게 되었다. 이에 분노한 국민은 끊임없이 촛불집회로 모이고 있으며 국가 조직을 이용해 헌법과 민주주의를 유린하고 진실을 은폐하고 있는 박근혜씨의 대통령직 하야를 요구하고 있다. 이상의 드러난 사실은 미국의 워터게이트보다도 총체적이고 추잡한 정치 공작이 아닐 수 없음에도 박근혜씨는 국민을 향해 침묵으로 일관하고 있다. 이러한 상황에서 박근혜는 프랑수아 올랑드 대통령 초청으로 11월2일부터 4일까지, 영국에서는 엘리자베스여왕 초청으로 한영수교 130주년 기념으로5일부터 7일까지 국빈방문을 하게 된다. 쿠데타로 집권, 18년간 대한민국의 민주주의를 말살한 독재자이자 항일독립운동가 탄압의 앞잡이로 일제에 충성했던 박정희의 딸이기도 한 박근혜는 과연 한국을 대표할 수 있는 민주정의 대통령인가? 박근혜의 영국 프랑스 방문을 계기로, 민주주의를 수호하려는 한국인은 시민의 양심과 의무와 권리를 위해 현대 민주주의의 혁명적 발발점이자 민주주의 근간을 이룬 이곳 영국과 프랑스에서 그 역사의 증인들인 영국,프랑스 시민들과 연대해 자유와 평등과 박애의 거침없는 시민의 목소리를 박근혜씨에게 들려 주고자 한다. 우리는 집권 여당인 새누리당, 국가정보원, 국방부와 경찰이 조직적으로 대통령 선거에 개입한 사실이 드러난 이상, 헌법에 따라

2012년 대통령 선거의 무효를 주장한다. 그리고 이 건의 수사 주체에 의혹 대상인 집권 여당과 청와대가 전면적으로 배제될 것, 박근혜는 이 모든 사실에 대한 책임을 지고 대통령직을 사임할 것을 요구한다.

Is Park Guen-Hye the president of South Korea?

If we ignore the corrupted presidential election, democracy in Korea will come to the end The New York Times reported on 23rd October that a smear campaign against Park’s opponent was found to be run by government authorities including the Defence Ministry and National Intelligence Service (NIS) which lead South Korean politics to be paralysed. This is a diagnosis of the current situation of Korea which will be shared by all people with common sense. The last election was full of scandal during the 10-month presidential election campaign period. Park who was elected through a skewed election is pretending that she is unrelated to any of these allegations. She dismisses that reform of the NIS should resolve this issue.

 

This scandal originated in December 2012, when Yoon Jeong-Hoon, director of the SNS Media team of Seanuri Party, was discovered operating a private group writing comments slandering Park’s opponents systemically. Furthermore, an NIS staff member was found

staying in a flat writing slandering comments about Park’s opponents in various websites using multiple accounts. However, the Police

exceptionally made a hurried interim announcement asserting there were no slandering comments written by NIS staff. Since then,

Park of Seanuri Party won the election by a narrow margin over Moon of the Opposing party. However, it was confirmed as false when Kwon Eun-Hee, Chief Inspector at that time, admitted being pressurised by Kim Yong-Pan, former Commissioner of the Seoul Metropolitan Police Agency, and of receiving orders to conceal or scale-down the case during the parliamentary investigation in July this year. Kim Yong-Pan was charged with violating the Public Official Election Act and Police Officers Act, and abuse of his authority under the criminal law, when it was discovered that the NIS and Police both tried to destroy evidence. Furthermore, the former Chief of NIS Won Sea-Hoon was charged because the Prosecutor discovered that not only the NIS staff was involved, but also near 70 people from the NIS Psychological Warfare team and privately recruited by the team were actively involved in manipulation the public opinion.

 

Around the time of the Prosecutor’s Special Investigative team investigating the interference of government offices, the most popular conservative newspaper Chosun Ilbo suddenly reported on 6th September a smear story about Chae Dong-Wook, the Public prosecutor General leading the investigation, who eventually resigned under pressure from Hwang Kyo-Ahn, the Ministry of Justice, and Park. Also, Yoon Seok-Yul, the Prosecutor’s Special Investigation team, arrested four of NIS staff, but Cho Young-Gon, the Head of Seoul Prosecutor’s Officer, ordered their release and return of seized articles, and then removed Yoon from his position. He exposed at the Parliamentary Investigation on 21st October that the investigation team's commanders are driving the investigation into an illegal act and giving pressure. This course of events is supporting evidence of that Park does not wish the investigation to proceed.  On 23rd October, it was discovered that not only the NIS Psychological Warfare team, but also officials from the Defence Ministry's Cyber Warfare team retweeted Yoon Jeong-Hoon's messages slandering the opponents. This is clear evidence that the Ruling Party used their power on the military and government offices to manipulate public opinion during the presidential election. Enraged citizens have been gathering together in their thousands and holding candlelit vigils, demanding Park, who violated the democracy using the government organisations and is concealing the truth, to step down. Although this is a major scandal on the level of the Watergate scandal, Park maintains her silence to the nation.

Under these circumstances, Park will be visiting France from 2nd President; and the UK government from 5th Korea and the UK invited by the Queen. Park is the daughter of the military dictator of 18 years who came into power through a coup. He oppressed Korean independence

campaigners during Japanese colonisation, pledging loyalty to the Japanese occupiers, and later annihilated democracy in South

Korea. Can his daughter, some say 'ghost', be called a democratic president worthy of South Korea? Taking this opportunity of Park’s

visit to France and the UK, Koreans trying to protect democracy are raising our voices together with citizens of France and the UK. A

movement for real democracy in South Korea had started and its roots are growing. Due to the systematic manipulation of the presidential election from the Ruling Party, NIS, Defence Ministry and the Police, we declare this 2012 election invalid. We demand whole exclusion of all in the Ruling party and the Blue House who are subjects of this investigation, and for Park Guen-Hye to accept responsibility and stand down in the name of democracy.
